Governing Principles
Diagnosis without remediation is documentation of failure. Remediation without admissibility is hope without enforcement. The GICD integrates all three.
Feedback loops are not optional. Every intervention includes a monitoring mechanism that detects drift, confirms hold, and triggers escalation when conditions degrade.
Admissibility is not a separate layer — it is the structural output of remediation. If remediation conditions are not met, the system does not proceed.
Severity tiers auto-escalate. If conditions persist or worsen across consecutive assessment cycles, the system moves to the next tier without requiring a new diagnostic finding. The pattern is the finding.
The King Index is assessed at intake, at 90-day intervals, and at project close. Score trajectories — not point-in-time scores — reveal whether governance health is improving, stable, or in decline.
